The Beginning of the COVID-19 Pandemic Crisis
and the Activity of the Humanistic Outlook Organization

Today humankind is facing a new global challenge by the name of "Pandemic of Coronavirus Infection COVID-19". In fact, it is a pandemic of fear that has engulfed the world and led to a global political, economic, social and humanitarian crisis, and worst of all to a healthcare crisis. The United Nations (UN), the World Health Organization (WHO), other international bodies, as well as governments of 194 countries appeared powerless in the face of this pandemic.

Humanistic Outlook Organization (HOO, formerly also: Humanistic Outlook Group) was founded by the authors of this publication, who are seriously concerned about the current trends that lead to the disappearance of humanistic values and are guided by the desire to eradicate existing global problems and to prevent even more severe economic, social, political, humanitarian and demographic crises in the future. The main objective of HOO is to put an end to the ongoing cold war (which could also be called the "Third World War") and to implement the transition of mankind from the era of Homo sapiens to the era of Homo humanus. To this end, HOO proposes the implementation of a number of short-term and long-term pilot programmes.

As a result of a number of years of work, the Humanistic Outlook Organization has concluded that the main reason for all existing global problems (except, of course, natural disasters) is the decline of humanistic values in society, the disappearance of a natural sense of solidarity among people, and the rise of instincts of uncontrolled greed and actions of evil. All of these phenomena have contributed to the emergence and development of a virtual world view that leads to the loss of humanistic values and, in fact, takes people back into a way of thinking characteristic of the feudal era.

On December 11, 2018, the HOO sent an official letter to the UN Secretary-General to support the implementation of this programme, based on the assumption that only the United Nations would be able to implement an international programme of such scale, as transitioning from the era of Homo sapiens to the era of Homo humanus.

In response to a letter from the HOO in January 2019, an answer containing no concrete information was received from the UN of Public Information Team (Department of Public information). It was unfortunate and puzzling as to why the Public Information Team, that is responsible for reviewing public complaints, did not forward the HOO forecast regarding the expected crises to the relevant UN departments and it resulted in the HOO programme, that was designed to prevent subsequent global crises from occurring, not being either supported or implemented.

After the HOO forecast came true, and when in March 2020 the world faced a number of global crises as a consequence of the COVID-19 pandemic outbreak, the HOO sent an appeal to the Secretary General of the UN, the Director-General of the WHO and to permanent representatives of 194 member states of the United Nations with specific proposals for measures to combat pandemic of fear caused by the pandemic COVID-19. The HOO believed that it was an artificially created pandemic of fear, not a new coronavirus pandemic, that was the real cause of the current crises.

While sending this letter, the Humanistic Outlook Organization has assumed that supporting our proposals in this letter, as well as implementing the overall HOO programme for the transition from the era of sapiens to the era of humanus, would certainly minimise the damage from current crises, while avoiding more serious global problems in political, socio-economic, cultural and spiritual fields for the future.

It should be noted that the process of delivering letters to the 194 Permanent Representatives of the UN Member States in New York went astonishingly. Although the letters were sent as registered priority mail thus requiring mandatory notification of delivery, only 30 of the 194 were delivered to the recipients. Another 30 were returned to the sender due to the absence of the addressee. It appeared impossible to find out the fate of the remaining letters in the mail tracking system.

The introduction of quarantine measures in the spring of 2020 in response to the COVID-19 pandemic is known to have led to a further significant deterioration in the global economic situation. The HOO letter of April 5, 2020 was unsuccessful, with only a few formal replies from 194 countries.

On April 30, 2020, the Humanistic Outlook Organization launched a new initiative as set out in a letter to the heads of the G20 Member States and countries of the European Union. The essence of the new proposal was to amend Paragraph 2 of Article 17 of the Universal Declaration of Human Rights, which, according to the HOO, would eliminate the possibility of mass violations of human rights, including property rights, as a consequence the economic crises.

Unfortunately, it has to be concluded that even this letter failed to find support and was not taken into account - thus none of the proposed measures were implemented, which could have prevented an already difficult situation in the world from worsening.

Subsequent to the announcement of the Director-General of the WHO on May 1, 2020 about the possibility of new waves of pandemic COVID-19, it became clear that the global crisis would continue for a very long time and have and even more severe effect , the HOO considered its duty to address the leaders of Russia, China, USA, Great Britain and Belarus.

In a letter dated June 15, 2020, the Humanistic Outlook Organization argued that the root cause of the global crisis was not merely COVID-19, as stated by the Director-General of WHO on May 1, 2020, but rather the pandemic of fear, provoked primarily by erroneous recommendations of WHO on the maintenance of statistics on cases and deaths from COVID-19, as well as thoughtless, extensive mass media dissemination of these statistics.

In order to put an end to the current pandemic of fear, as well as to prevent its new outbreaks in the future (with special regard to the statement of the WHO Director-General of May 14, 2020 on the mental consequences of pandemic COVID-19), and to prevent an aggravation of the global economic crisis, the HOO proposed changes to the relevant recommendations of the WHO, in a letter dated March 25, 2020.

In the same letter, the HOO reiterated its readiness to present a large-scale program for the transition from the era of Homo sapiens to the era of Homo humanus, including specific recommendations for reforming international law and national legislation. Having taken into account previous negative experience of international mail delivery, the letter was sent to the addressees through their respective diplomatic missions of in Hungary.

The lack of response to this letter was no longer surprising and once again confirmed our assumption that the world community was not ready for a decisive and coordinated action to combat the pandemic of fear and the crises that gripped the world, and, in fact, was leaving the decision on urgent global problems to the World Health Organization.

However, it is clear that the activities of this organization are not only ineffective in the fight against the COVID-19 pandemic, but often have negative consequences. In addition to a number of arguably erroneous recommendations for combating COVID-19, the management of the WHO management makes irresponsible and contradictory statements that do have a considerable effect on public opinion. In particular, since it is scientifically proven that fear may have a negative effect on the human immune system, it cannot be ruled out that statements made by the WHO Director-General on May 1, 2020 about the possibility of future waves of the pandemic had a comprising effect on the immune system of many and, consequently, for it contributed to the increase in the number of cases of COVID-19 infection in the autumn of 2020. Here is yet another example of a message that could increase panic: "WHO and the European Investment Bank strengthen efforts to combat COVID-19 and build resilient health systems to face future pandemics." (Annex 2 of the above letter). Such a message may unwittingly suggest that WHO would not be able to fight future pandemics on its own without the involvement of the European Investment Bank.

Unfortunately, the leadership of the World Health Organisation continues to make irresponsible statements that reinforce a climate of fear and panic. For example, on November 16, 2020, the WHO Director-General stated that "a vaccine on its own will not end the pandemic". Lastly, statements similar to the one made by Hans Kluge, the head of the World Health Organization's European division in November 2020, which states that "according to WHO statistics, in Europe one person dies every 17 seconds from the effects of COVID-19 infection" is completely unacceptable for the HOO.
